CAREER SUMMARY over the last 40 years
2018- Chief Executive Officer, IKDHVAJ Advisers LLP. Worked on domestic barriers to exports in the Textiles and clothing sector, agriculture products and on mobile handsets. Also worked on an EXIM bank project on a number of ‘Non-tariff barriers in several export sectors’. Was one of the senior authors of EXIM Bank’s Report on ‘Domestic Policy Constraints on Exports of Selected Products’. Recently June 2020, co-authored a Report for the Commonwealth secretariat on ‘The Impact of India’s Slowdown (due to COVID) on the Commonwealth Countries’. Working on the determination of RoDTEP for exports from the the ELECTRONICS Sector in India.
2010 - 2018 Director, Maguru Consultants Limited, UK. Also Partner at IDEAS, Geneva, Technical Advisor at ICTSD, Geneva. Consultancies with IDRC, European Union, ILO, FAO, ICTSD, WHO, and others on global value chains and non-tariff barriers in several countries such as India, Viet Nam, selected African countries, Nepal, Cambodia during the last five years. Conducted detailed economic analysis of key global issues such as tariff barriers in the solar PV, wind turbines, renewable energy goods.
March - June 2011: Special Adviser to the Secretary General, UNCTAD, to prepare him for the Least Developed Countries Conference in Istanbul.
May 2007 -2009: Visiting Professorial Fellow in the Institute of Advanced Studies, University of Warwick,
U.K., and Research Fellow at IDRC, Canada to work on a book on “India Emerging: the Reality Checks”.
1992- April 2007: Worked with UNCTAD in various capacities, noteably as Coordinator of UNCTAD Office in
India. Major responsibility for “Strategies and Preparedness for Trade and Globalisation in India”. This was a six
year programme funded by DFID-Government of India and implemented by UNCTAD. Most important
achievement was establishing a network of more than 5000 private sector establishments to promote trade and
standards and to liason with Government to promote better trade conditions for SMEs.
1990-1992 Research Fellow of the United Nations Research Institute on Social Development. Responsibility for co-ordinating and organising a project dealing with linkages between the socio-economic situations in different countries of the North and South. Initiated projects on urban poverty and environmental problems, water, and migration issues. Worked with the United Nations Conference on Environment and Development. Worked with ILO and the UNCTAD on projects relating to structural adjustment, technology and trade. Completed my Ph.D at University College, London University.
1979-1990 Taught at Universities of Delhi, Oxford and London. Worked on projects with the UK government, private sector and think tanks.
Special skills General computer literacy. Proficiency in English, Hindi and several Indian dialects. Working
knowledge of French
Publications Published 13 books on various trade related policy issues in several countries, and large number of
articles in leading journals on macroeconomic issues, overall trade policy. At least 3-5 publications on technology and digital space issues using General Equilibrium Modelling and other econometric tools. Member of at least 11 Advisory groups over the years, including UN SG’s Task Force on Trade for MDGS.
