Quan Zhao is Trade Policy Advisor in the Division of Market Development, International Trade Centre (ITC). His main portfolio includes policy research and project management in the areas of trade in services, e-commerce, digital economy and investment facilitation. He also covers trade and investment issues in the context of the G20 and BRICS. Prior to joining the ITC, Zhao served as a trade negotiator and diplomat at the Permanent Mission of China to the World Trade Organization and the Ministry of Commerce of China. During this time, he served as the Chair for WTO's Committee on Trade in Financial Services, and lead services negotiator in a number of China’s FTA negotiations.
